Tiivistelmä:For some years quality cycles have been recognised as a valuable instrument for improving products, work procedures and conditions, raising productivity, lowering costs and motivating employees. Although they are by no means unknown in public administration, they seem to have been applied only on very rare occasions. First it is explained what is meant by the term "quality circle", how it functions and what are the conditions for success. Then outlined is experience gained with quality circles in the Hamburg administration and their prospects for the future. Although it is quite evident that the instrument can also be applied with success in public administration, considerable obstacles must first be overcome.
