| Tiivistelmä: | In this paper the author argues that it is conceptually incoherent to estimate natural resource damages using estimates of willingness to pay derived from surveys of those whose welfare is thought to be diminished. It is possible that this preference for estimates of willingness to pay derives from confusion over the correct economic approach to a new legal environment for natural resource damages. The author suggests that the more important aspect is one of increasing the costs of polluting events to responsible parties. |
