| Tiivistelmä: | The paper is based on the assumption that it is necessary to take explicit account of the existence of different judgments about the needs of families. The author is concerned throughout with the comparison of poverty in two situations, rather than with the provision of a numerical measure of the extent of poverty. The paper provides conditions under which we can compare the extent of poverty in two distributions even though there may be disagreement about the equivalence scale to be analysed or about the choice of poverty measure. The main negative conclusion is that the headcount does not allow the application of the dominance conditions. |
