| Tiivistelmä: | The article thinks that share-holding system is a sign that private economy has matured. During the course of handling the property of state-owned enterprises, the administrative departments, although in charge of national assets' management, have no rights to hedge or add it value, or have the obligations to invest. The author suggests that an administrative committee of property rights be established. |
