| Tiivistelmä: | The relaxation of cotton price control will make it possible to establish a new high-efficient system based on market allocation of cotton resources. But if such a possibility is changed into reality, the state's intervention is necessary for the function of market is limited. This paper discusses such issues as the market of the state's intervening in cotton market and the basic train of thought on establishing the state's intervention system and also raises some measures to realize the effective intervention. They include laying equal stress on management and service, combining laws, policies with adjustment by economic leverage, establishing intervention organ and perfecting the means of intervention. |
