Tiivistelmä:As Ghana's fourth President, John Agyekum Kufuor took the oath of office at a colorful ceremony in Accra early last month, there was an inescapable sense of irony that it has taken Africa's first independent state 44 years to vote out one government and vote in another. Given the number of military, or former military figures from neighboring states who attended the swearing in ceremony, President Kufuor's suspicions about the army seem justified. There is little doubt that the new government will be expected to make public whatever revelations of corruption or fraud it uncovers during the process of settling in. Kufuor inherits a host of economic and social problems. His promise to open up the economy in earnest will be welcomed by donors and investors. The one factor he cannot control is the simmering instability of most of the West African region.
