| Tiivistelmä: | In Germany, the law concerning the continued payment of wages in case of an employee illness has been changed. Using results from labour and insurance economics, the authors derive allocative and distributive criteria which allow an improved assessment of alternative arrangements. The result is that from an allocative point of view the introduction of a coinsurance is the right way, but that the chosen form of coinsurance, a reduction of wage payments by twenty percent for each day of absence, should be replaced by a deductible. The paper ends with a close examination of common distributive arguments which are used in the political discussion and their relation to allocative efficiency. |
