| Tiivistelmä: | In SOE reform of property rights, the non-operating assets are usually separated and the following models adopted for the management of the separated non-operating assets: 1. Establish a new legal-person enterprise entity and entrust it to the institutional-reformed enterprises. 2.Entrust the separated assets to the institutional-reformed enterprises. 3.Transfer part of the separated assets to the local government and entrust the rest to the institutional-reformed enterprises. There are some problems existing not only in the operational performance, the cognition of the entrusted administrator and the relations of administration but in the patterns of restructuring. For this reasons, the author offers some effective management measures. |
