| Tiivistelmä: | Up till now, the National People's congress has promulgated 17 national laws and regulations on environmental protection in order to achieve the goal of economic development on the basis of environmental protection. The production scale of China's chemical industry is large. There are many enterprises and technological and managerial levels vary greatly. In the implementation of environmental laws and regulations, quite a few problems have emerged. The National Bureau of Petroleum and Chemical industry, as the leading department of this trade, is taking measures to solve the environmental problems caused by failure in the implementation of laws as well as failure in the formation of a fair competition environment. The implementation of the issuing of licences for manufacture is one example. |
