| Tiivistelmä: | The main channels for drain on state-owned monetary assets are: 1) the credit fund which was used to be paid for the money-losing enterprises and expected to be repaid later. For instance, from 1979 to 1990, such funds totaled approx. 100 billion yuan; 2) financial "nibbling" which has wasted 110 billion yuan; 3) faulty policy-making and poor management in enterprises; 4) administrative intervention; 5) suffering from being cheated, corruption and missed appropriation of public funds; 6) drain on profit in banks. The article put forward such countermeasures to establish monitoring mechanism. |
