| Tiivistelmä: | The opening up of public procurement, one of the major issues of the single market, is expected to change conditions. The nationalistic purchasing and its role in the power plant industry are reviewed. The increasing importance of the export market vis-a-vis the domestic market altered the hierarchy. Firms have not waited for the opening up of public procurement. The mergers suggest the features of the market could continue, the only real difference being a more concentrated structure of supply. Utilities issue real tenders, but collusion has already occured among the supplier network. The work of the European Commission is in a way useless, as the new system of supply is able to internalize all the gains of opening up the domestic markets. |
