| Tiivistelmä: | Based on the economic and reforming situations in the first half of 1993, the paper presents a detailed analysis on five deep-rooted issues concerning the establishment of market economic system and puts forth some measures for the time being. Its main idea is that governmental departments are the logic destination as well as the hardest stronghold of the former economic system. The current government system is the original cause for many sticky problems in the reform. It is fundamental to solve these problems in the reform by shifting the economic core power from government to market in accordance with the requirements of market economy. |
