| Tiivistelmä: | The important legal status of factory director in state-owned enterprise as well as negative effect of the system that factory director has responsibility, these make it more important to perfect and strengthen the mechanism of constraining and monitoring factory director. suggestions advanced by this essay to the current national legislation and issues exposed in the course of executing the law: 1.Revise Business Law, stipulate that factory director is appointed or deposed by conference of workers and staff, and not necessary to report to governing body for approval; 2.
