Tiivistelmä: | The catalogue of problems described in the article provides a very pessimistic view of the prospects for industrial privatization in the USSR, which must endure all of the privatization difficulties experienced in the West, the rest of Eastern Europe, and some uniquely Soviet problems. Although there is no lack of raw entrepreneurial talent, the managers of sState enterprises need to understand marketing and financial markets, with particular reference to penalties for failure. Because there is no lack of individual opportunism in the USSR, the pre-privatisation process must be regulated by Western agencies if nomenklatura abuse is to be kept within the bounds set by the possibility of widespread social unrest. |
