| Tiivistelmä: | 1. Due to loss in many enterprises, the specialized banks bear heavy burden, and they can not solve such problems. 2. The scale of the banks is too large, it is difficult for general bank to control basic unit; oppositely, they are too small, they can not bear dangers. 3. The bank's property rights is not clear, the banks are thought as state-owed. Banks need commercialized. But, the first most important task is that the banks would be private-run. |
