| Tiivistelmä: | Transferable emission permits are one of the most controversial but also widely advocated and consensually accepted market based environment protection instruments.It is indicated in the paper that market failure is an evidence of governmental failure rather then a reason for abandoning market mechanism.If the government defined a volume of allowed pollution smaller than existing one and granted licenses for each unit, (quantity of) pollution (environment protection) would become economically relevant and a matter of spontaneous market rationing. |
