Tiivistelmä:Competition among regions is a much stronger device for fostering regional development than any regional policy by a central government can ever be.In the EU, regions currently have a very limited role and there is consequently little scope for competition among them.Regions as such have no influence on decision making in European institutions.Their position will perhaps be improved due to the subsidiarity principle of the Maastricht treaty and to the newly established committee of European regions.However, current regional policy in Europe is paternalistic.In order to enable real competition among region, autonomous regional decision making and executive institutions should be established in all countries, and their financing should be decentralized.(p.53)
