| Tiivistelmä: | The Presidential Decree of 16 May 1996 on measures to achieve convertibility of the rouble calls for the Government and the Central Bank to undertake necessary measures to meet this aim. The purpose of such steps is to meet obligations imposed by article VIII of the IMF Articles of Agreement, to refrain from restrictions on payments and transfers for current account operations and not to operate multiple foreign exchange regimes. The official daily exchange rate of roubles to US Dollars will be fixed as an average between selling and buying rates. |
