| Tiivistelmä: | In this article, the author revisits the data of fiscal transfers in 1995 and tests the significance of a range of potential explanatory factors -- that include both regional need and political variables -- by including indicators for them in the same regression. The author also examines the patterns of intergovernmental transfers in 1996, using more recent data. He finds that political factors do remain important in 1995 and 1996. Central fiscal appeasement did continue during these years. |
