Since there is no effectiveness in enterprises dominated by government, how can there be no problems in the reform dominated by government? Consequently, the reforming process shouldn't be solely dominated by government. It must be interacted by various forces such as government, workers, entrepreneurs, intellects. An interactive environment is of vital importance for a government to accomplish the reform of state-owned enterprises.
