| Tiivistelmä: | To solve the problems of employment during the current reform of state-owned enterprises more rapidly and effectively, we should regard the full utilization of labor resources as the start point and destination of the macroscopic employment policy, and take actions in the respects of demand and supply of labor resources respectively. To this end, the huge regulating role of rural labor resources should be put into play. Agricultural labor market and nonagricultural labor market should be stressed and investment should be strengthened. The construction of infrastructure especially the construction of agricultural infrastructure should be regarded as the start point increasing job opportunities. |
