| Tiivistelmä: | If China's SOEs want to enter market-oriented operations, the appropriate fields of the SOEs must be defined. The strategy is to withdraw from the competitive fields to public welfare establishments and enterprises with natural monopoly. We must explore new ways to realize public ownership again, including splitting the State-owned assets within the country, adopting the system of State-owned holding company to realize pluralistic property rights, interlocking shareholding, etc.. we must re-standardize the business operational modes of the SOEs during the conversion period, focusing on the relations between ownership and management, market competition and human capital. |
