Tiivistelmä:Faced with mounting import pressures in many industries, increasing attention is now focused on the idea of strategic trade policy intervention to enhance America's industrial competitiveness. The Japanese method of government-industry cooperation is viewed by many as a model of such intervention. It is illustrated how government and industry cooperated to develop Japan's mighty electronics industry. Primarily the role of this cooperation in the development of the industry is emphasized. The statutory mechanism, institutional structure and financial arrangements through which the industry was developed are analyzed. The Japanese experience can provide valuable guidance to revitalize American industries.
