| Tiivistelmä: | By next January, all 15 EU countries must bring their banks and securities firms up to new standards of capital adequacy for market risk. Brussels' capital adequacy directive (CAD) was published in March 1993 but left plenty of questions wide open. Answering them has spawned multiple versions of the CAD. The uncertainty and complexity threatens to turn supervisors into micro-managers and trigger a turmoil of regulatory arbitrage. |
