Tiivistelmä: | The central thesis of the article is that even if the case for a common currency is not accepted on standard economic grounds, a strong case still exists for moving from the current European Monetary System (EMS) to a full-fledged European Monetary Union (EMU) based on a single currency. The argument does not rely on the standard foreign policy goal of promoting political integration, although such considerations are an important complement to the argument. The case is based rather on the belief that there are strong political forces which, if not constrained, tend to create serious inflationary biases. |
