| Tiivistelmä: | Different measures have been adopted to guarantee the security of energy supplies security in the European Union. One of the most far-reaching of these is the drafting of an international agreement, the Energy Charter Treaty (ECT). The recent energy crisis, which has arisen as a consequence of the increase in oil prices that began in 1999, may allow this agreement to be seen in a new light. This analysis underlines the opportunities and the limits of this Treaty, especially with regard to oil and gas, in relation to the key matter of external dependence. |
