| Tiivistelmä: | Problems underlying the decision to host toxic waste transfers is discussed , including illegal off-shore dumping. A sample of reported cases of actual and planned waste dumping is presented. It is doubted whether any region in sub-Saharan Africa is suitable for landfilling, which is the prevalent practice in legal dumping. Analyses of the hydrogeology, the density of population and the natural water supply show that dangers from toxic-waste dumping are greater for Africa than for other regions. Economic rationality of waste dumping is challenged, potential benefit-cost streams are examined, potential returns to several optional uses of resources are evaluated. The host country is considered to be loser. |
