Tiivistelmä:In the War Communism period even the holding of foreign currency and gold was prohibited, and they could be confiscated if discovered. With the transition to NEP, in the first year surrender of foreign currencies was obligatory, but with payment at the market rate. In fact this requirement was not implemented and became more and more inconsistent with the development of NEP. There was a fundamental change when the decree on circulation of gold, silver, platinum, precious stones and foreign currencies was adopted on 4 April 1922.
