Tiivistelmä: | From its very beginnings in 1991 the evolution of the Russian federal system has seen repeated conflicts over the relative jurisdictions of the regional governments and the federal centre. The division of budgetary resources has been a particularly contentious issue. The authors' findings suggest that respondents have a fairly accurate perception of the relative position of their own region within the structure of federal-regional fiscal relations. A the same time, there is considerable support for the notion that federal policy should take account of the differing needs and resources present in diverse regions. This applies to respondents from a wealthy region like Khanty-Mansiisk and a relatively poorer region like Stavropol. |
