| Tiivistelmä: | The proposals of a German experts' council for consolidation of the German budget are analyzed. The authors of the paper of the council argue that in the time of a recession, which is the strongest of the period after the world war two, the government should strive for a consolidation the impacts of which can be felt in the short run too. Criticizing the opinion of the council, the author states that there is an urgent need for a counter-cyclic financial policy. The conditions of this policy are examined, taking the special requirements due to the specialities of the recession period into consideration. |
