| Tiivistelmä: | Under the condition that the arrangement of basic rules of the existing financial system, the central government has failed to achieve desired results by changing distribution relations alone. Under the financial contract system. it would be exceedingly difficult to keep a balance of interest between the central and local government. The effect of a motivation mechanism of the financial contract system has failed to motivate everything, only to narrow the regional gap in income at the cost of efficiency. This system has come to an end for the simple reason that its self-evolution is increasingly oriented to beyond the control of the central government. |
