| Tiivistelmä: | This article is focused on the advantages of aid by way of preferential loans and the issues to be handled of the condition of preferential loans, the supporting funding for enterprises of medium and high standards and the excessive fee of lending of foreign countries. The author believes that the government at all levels should take a strategic views of the significance of reform of foreign aid, and include the work of foreign aid in the work agenda, and the departments for comprehensive management should devote more energy to foreign aid work, especially to the co-ordination of the service of the preferential loans, to standardise the operating mechanism, to formulate policies and laws concerned, and to provide favourable climate for foreign aid work. |
