| Tiivistelmä: | Main obstacles currently influencing the spread and application of project financing include the following items: control over the scale of foreign debts; guarantee of the returning ratio of project investment; guarantee of foreign exchange; policy risks. In view of the above- mentioned problems, we should adopt the following countermeasures: as for favorable projects, they should be involved in our plan of foreign debt through earnest endeavour; as for projects approved by the state planning committee, its scale of foreign financing should be involved in the government's guiding plan for borrowing international commercial loans. We should form a flexible structure which includes loans that are not regarded as loans in the legal sense. The policy of joint ventures should be applied to guarantee the inflow of profits. |
