| Tiivistelmä: | A series of policies and measures formulated by the Finance Ministry, aiming at helping the poor regions, accord with Chinese situation, conform to the requirement of the time, represents people's aspirations and wishes, in poor regions greatly promote the economic development in poor regions and lay a firm foundation for these regions to become rich in the future. A scientific and standard system of special transfer payment should be established to guarantee the correct implement of fiscal policy to help the poor regions. Furthermore, such fiscal policy should be utilized to promote the socialization of helping poor regions. |
