| Tiivistelmä: | If China continues to implement pure expansional fiscal policies, it will be faced with four kinds of restrictive factors. Therefore, the key points of fiscal policies of 1999 include: 1. Speed up the process of changing charges into taxes and gradually implement the unitary management of budgetary and non-budgetary incomes and expenditures. 2. The pattern of expanding public expenditure, which adopts financial deficit as its major tool, should be appropriate in time and degree. 3.Conditions for general tax cutting are not ready, while structural tax cutting may be experimented. 4.Fiscal discounting has rather large space for operation. 5.Raise the salaries of civil servants and employees in essential sectors and intensify the force of the tool of transfer payment by finance. 6.Encourage nonpublic-owned economies to participate in the open bidding |
