| Tiivistelmä: | The difficulties in starting the consumer credit lie in the stagnancy of consumer policies and ideas, the increase of expected expenses by the inhabitants and the poor environment for consumers. The countermeasures the paper proposes are to grasp the orientation of the potential consumers, to formulate the positive policies for consumers and stimulate their consuming wishes. The scientific consumer ideas should be set up and the out-of-date habits of consumers be changed. The commercial bank should shift its management policy to the promotion the consumer credit. |
