| Tiivistelmä: | This case study focuses on the environmental management (hereafter as: env-mgmt.) of the Stockholm city's project team, aiming at developing methodology related to the concept of situations of opportunity: how to study those periods when the team had great influence over the process. Identified were goal conflicts on for example energy use and the lake view. The team used policy instruments such as development contracts and design competitions. A part of the identified situations contributed little to the env-mgmt, e.g. detailed planning, whereas some were more successful, e.g. integration of infrastructural systems. Success situations were unique or created by the team, and had less formal power etc. |
