Tiivistelmä:Only a few studies have examined the differences between integrative and distributive bargaining. This paper attempts to close this gap by analyzing two key bargaining situations involving fisheries that led to the Europeanization of this policy field. The integrative situation has to do with the structural policy and common organization of the market for fish products, while the distributive situation focuses on the protracted negotiations over resource conservation and management policies. The paper concentrates mostly on how unanimity decision rule may influence negotiation patterns in the EU and on how the specific type of bargaining situation impacts policy outcomes. The claim is that different bargaining tools are deployed to reach an agreement.
