| Tiivistelmä: | The international trade in textiles slipped out of the General Agreement on Tariffs and Trade's (GATT) purview more than thirty years ago. Incited by the United States, several countries prominent in the textile trade decided to create a separate instrument, which deviated from the GATT provisions, to protect the domestic textile industry. The new instrument contained less stringent criteria for safeguards than those of the GATT, thereby facilitating recourse to protectionism. |
