| Tiivistelmä: | The United States has been engaged in disputes with Japan over trade in semiconductors since the early 1980s. These disputes produced US-Japan semiconductor agreements in 1985,1991 and 1996. The 1996 agreement expires on 1 July 1999. The entire bilateral approach has now outlived its usefulness and the 1996 agreement should not be renewed. Instead, the United States should learn from its experiences in negotiating and implementing the Information Technology Agreement (ITA) under the World Trade Organization (WTO). |
