Tiivistelmä:This article reviews WTO dispute settlement proceedings from 1995 to 2000 in the areas of anti-dumping, countervailing and safeguard measures. During this six-year period, 17 Panel Reports were issued of which 11 have been appealed thus far. Of the 17 Panel Reports, nine concerned anti-dumping, two countervailing measures, four safeguards and two temporary safeguards under the Agreement on Textiles and Clothing (ATC). This article first discusses several conceptual issues. Then the author discusses key substantive findings of the Appellate Body and Panels while section four offers conclusions. In conclusion the author states that developing countries are no longer solely victim of trade contingency measures; they have also became active users.
