| Tiivistelmä: | Changes in the energy supplies of the Member States of the European Community are discussed. The focus is on the security of supply and the relationship between the International Energy Agency and the EC with regard to the development of the EC's energy policy. Coordination efforts are analysed and evaluated. Historic background is outlined. Institutional ambivalences are discussed. The conceptual differences between the IEA and the EC are found to be elementary. Problems of allocation schemes are demonstrated. Effects of the oil crisis are highlighted. The new Community energy strategy is outlined. Policies of the member states are compared. |
