| Tiivistelmä: | Recent events on the world's political scene seem to show that the European Community is not an effective international actor. This is true both in terms of the EC's capacity to produce collective decisions and its impact on events. The article tries to look at the functions which the EC might be fulfilling in the international system and at the perceptions which are held of its role by third parties. |
