| Tiivistelmä: | The analysis of EC telecommunications policy demonstrates that a realistic concept of EC policy-making should not be limited to a one-level or two-level bargaining system but should integrate the whole network of corporate actors at the supranational, national and domestic level. In such a network context the Commission of the EU is more than a mere executive agent of its Member States. It should be seen as an actively participating corporate actor. |
