| Tiivistelmä: | 1998 began and ended with the EU divided once again over an appropriate response to the activities of Saddam Hussein. It was this issue that presented some difficulties for the British, as they were forced to juggle their special relationship with the United States with their Presidency of the EU Council in the first half of the year. In former Yugoslavia (FYR), Kosovo began to dominate the agenda and, as the EU Member States and the US worked uneasily together on this issue, they found themselves, at the same time, embroiled in a series of trade disputes with one another. |
