| Tiivistelmä: | There was no one dramatic event during 2000 to rival the Kosovan adventure of 1999. Nonetheless, there was much to occupy the time of the numerous individuals and institutions charged with the formulation and implementation of the EU's external dimension. Both Chris Patten for the Commission and Javier Solana for the Council busied themselves with the implementation of the numerous commitments made in Helsinki at the end of '99. They also produced a number of reports and reflections on the overall management of EU external relations that drew attention to the need to prioritize external EU objectives, streamline and clarify the relevant decision-making procedures and ensure a greater coherence, consistency and efficiency in the delivery of EU foreign policy using both Community and Union instruments. |
