It is being driven, on the one hand, by rising demands from consumers and businesses for better and lower-cost telecommunications services and, on the other, by the European Commission's 1998 deadline to end state-owned telephone company monopolies. But are these cries for reform strong enough to fundamentally alter Europe's telecommunications landscape?
