| Tiivistelmä: | The government's tasks are to overcome or weaken the obstacle against the development of medium-and-small enterprises through institutional innovation and help medium-and-small enterprises through institutional innovtion and help medium-and-small enterprises to develop their own advantage in market competition. The government's supporting should adhere to these two principles: 1. be market-economy-based, eliminate discrimination against medium-and-small enterprises and create a fair and relaxed environment for medium-and-small enterprises; 2.bring government's role of system provider into play to encourage advantageous industry and enterprises to develop through policy inclination. Meanwhile, a stable financing channel is to be established for enterprise development. |
