| Tiivistelmä: | The present domestic rating system has been criticized frequently. In the new system the domestic rates will be based on property and the community charge will be assessed on people. The underlying principle of the new system is that these services are used by individuals rather than by properties. Whether the community charge will be satisfactory largely depends on its implementation. |
