| Tiivistelmä: | In order to prevent regional trade arrangements from forming economic blocs and leading to a breakdown of international cooperation, Article XXIV of GATT provides for a set of criteria customs unions and free trade areas have to abide. Historical explanation of Article XXIV is provided, internal and external requirements governing customs unions and mechanism for the examination of customs unions is discussed. The experience of the EEC with Article XXIV:7 and compensatory adjustment negotiations are examined. The need for the clarification of Article XXIV is evident. The Uruguay Round negotiations concerning the clarification are described. It is concluded that the EEC will escape the boundaries of Article XXIV. |
